Xamarin.Forms - iOS - 6.3.1 version can't be installed into xamarin project and the project hangs

Describe the bug After trying to update the nuget from version 6.3.0.30 to 6.3.1, Visual Studio hangs and the only way to start the project is to kill VS, delete the bin and object folder within the iOS project, and restart the solution.

To Reproduce Steps to reproduce the behavior: 1-Xamarin forms solution, and update to the latest version

Expected behavior the nuget installs and the projects load correctly
