Mobile Outline Manager

Create mobile version of Outline Manager so that it can be managed on the go

Thanks for the suggestion. That's something we'd like to provide eventually.

One (incomplete) alternative would be a web version of the manager, but that's an incomplete alternative because it wouldn't support the DO flow and would require the server to use a TLS certificate signed by a CA, which needs a domain name. If You have a shell on you phone you can manage it. write a little manage script is acceptable for me.

One of the open questions for me with respect to this feature is whether key management is sufficient or if we would need to support setup as well.

This request from Reddit suggests that setup should be in-scope.
