connected to the server but nothing opens and there is no internet

I had created few servers for my friends in Iran (Oracle cloud vps) and until recently there was not any problem. Since a few days ago, they have noticed that they can connect to the server, but after that they do not have internet. Nothing loads or opens. My servers are up and running and I can connect to them from Ireland without any issues.

I have changed server IPs to new ones (in case their Ips got blocked or banned) but then on the new server, some can connect via mobile data and some via WIFI and not the other way around. There are also some servers that do not have any issue.

How can I find out what is causing the problem? What is the best way to troubleshoot this situation?

Ok I did a bit of research and hope it can help you understand what is going on. So at the moment I have few servers that people can connect to but some of them block their internet totally and they can not open any website. I asked for tracert when they are trying the servers and here is the result:

Can we understand anything from these? Can we say if the Ip of the server got blocked or banned by the ISP?

Ok I ran netstat -an when me and my friend were connected to the server. What I can see is all his connections are FIN-WAIT1 (the ip that starts with 5.211 and mine are connected fine (ip starts with 109.) So the server is accusable but handshaking is not happening correctly. What do you think is causing this ?

I can not say for sure, but my understanding is that there are some blockages on the way back (only one way) So the initializing packets comes from the client and server recognizes it and respond to it but the respond never gets back the client due to limitations that the client side's network applies. Therefore since the client does not hear back from the server (any error) it shows you that it could connect. However any time you want to use the server, the server responses never reaches the client.
