Switching DigitalOcean accounts fails on OAuth flow

Describe the bug Switching DigitalOcean accounts results in OAuth failure

To Reproduce Steps to reproduce the behavior:

1. Log into DigitalOcean account
2. Disconnect account
3. Log into another DigitalOcean account

Result: OAuth confirmation page has the following: "Authentication failed. You can close this window." Outline Manager continues to display "Waiting to connect your account..."

Expected behavior DigitalOcean account successfully connects
