Describe the bug

Clicking on the "Licenses" link in the footer does not bring up the licenses.

Steps to reproduce

1. Open the application
2. Open the side menu
3. Click on "Licenses" in the footer

What did you expect to happen?

A popup or page shows up displaying all the third-party licenses.

What actually happened?

Nothing happens.
