Android VPN connection state (in Settings) out of sync with the client app
Describe the bug Sometimes after Outline client is disconnected, Outline VPN in Android Settings is still connected. You need to go to VPN settings and manually disable it. Sometimes Outline can not start new connections because of this issue, until you manually disable the VPN connection.
To reproduce I'm not sure under what circumstances it happens, but it happens occasionally and I noticed the issue on different devices.
Expected behavior VPN connection state in Outline client app always represent Outline VPN state in Settings.

Additional context
The same issue happens with me on Android Version 10 QKQ1. I need to unload app from memory.
