Notification bar's display language is not correct

Describe the bug The notification bar's language is not displayed as the language you have chosen. This only happens when you change the language and did not restart the app. All texts are displayed correctly after the app is restarted.

To Reproduce

1. Launch outline client
2. Make sure you have a working server
3. Change language (for example, to Chinese Simplified)
4. Click "Connect" (the "Connect" button should be in the new language as expected)
5. A notification of "server connected" will be shown, but it is still in the old language (i.e., English)
