Installation error Windows - TAP device failed to install with error code 4

I receive this when trying to install the latest version of Outline client for Windows. Outline manager works fine.

I completely removed the former comments I made here and created a new issue #1007, since issues with error code 4 are different from issues with error code3.

This error if you have installed OpentVPN 2.5 and over version. Because in 2.5 version use tapctl.exe for create TAP adaptors, and Outline use tapinstall.exe. Just use OpenVPN 2.4
