I have the same issue on 2019.7-193. It doesn't recognize any packages as being installed.
Same issue with 2019.7.1-193, but only some packages show up as not installed. It seems to look at packages installed in my user environment rather than in the virtualenv configured for the project.
This is probably the same issue as: https://github.com/meanmail/requirements/issues/16
