Message.Tool.Call should not have assistant message part

It is more generic issue than #1152

If I prompt LLM to describe why it want call tool, than assistant message part of response is significant.

Let's rework Message.Tool.Call API to include non-tool parts of LLM Response.

Some motivation: It is how Cline outputs tool call
