After upgrading plugin, sometimes have to change device and then change back

After upgrading the MicroPython plugin, I have to sometimes change the device, e.g. from PyBoard to ESP32, and then change it back again to PyBoard before MicroPython plugging will function. Unfortunately the issue doesn't always occur and I can't work out why the upgrade works for some projects and not others.

The issue also prevents MicroPython appearing in the External Libraries list, but once you switch device and back again it does appear.

Turning MicroPython on and off for the project doesn't work, only toggling devices works.

Maybe others will have better luck than me and be able to work out why it works for some projects and not others. In the mean time this issues documents a work around.
