Add explanation on how to work on Gradle plugin

I think it is not obvious which steps are necessary in order to work on the compose Gradle plugin and try out the changes on an existing project for testing. Hence I added the workflow I found to work to the README.md file of the gradle-plugins directory. For a rendered version of the markdown, see this.
