Merge upstream into Rider plugin

Would get us:

  • Bugfixes
  • Authentication fixes (including those for #514 #542)
  • Add Support for Azure Database for PostgreSQL, so that user can create/manage/consume PostgreSQL directly in IDE
  • Add SSH Configuration on Azure Virtual Machine instance nodes, so that user can add Azure VM to SSH Configurations by one click

@maartenba Please update Azure toolkit for Rider. I opened an issue there https://github.com/microsoft/azure-tools-for-java/issues/6525 for a feature which is already implemented in Intellij IDEA. It would be great to release a new update if possible.
