Decrypt-only page for traffic segmentation

We would like to use network-based policies to control access to creating content on a LiveSecret server. However, the simplest policies preclude external users from decrypting as well, which poses a problem for bootstrapping new users, especially when they are remote.

In LiveSecret, we may be able to offer a separate decrypt-only entry point to the app which would preclude any other activity (e.g. cannot navigate to the home page)

This idea is not well fleshed out, needs some more thinking.
