Add unratified ammendments as pull requests

Expired amendments should be closed pull requests, unexpired should be open.

I was reading something about the Constitution the other day, and seeing footnotes about changes to it, led me to wonder if anyone had made that into a "novelty" git repo... with Jefferson, Madison et al as commit authors... And here we are in this brilliant repo...

What if we had the expired be draft open pull requests, and unexpired be ready-for-review open pull requests, since there are other non-amendment-related closed PRs already?

I've placed the label of 'proposed' on the pull requests so it should be fine to utilize the closed state.

Just replace everything back to its original form and take away all the new coding
