With v.20 when I select esptool as the programmer and then burn bootloader, I get the error: Error while burning bootloader: missing 'bootloader.tool' configuration parameter

Your v 0.31 (April 5) build is rather stale. It doesn't include Ivan's commits from April 2 that support 921,600kbps uploads with esptool, and the CPU speed selection.

Over the air programming? Possible? Impossible?
