[MWS] ACL - Create New User - password not match - resets form

Issue

1. If I create Create New User and the passwords do not match the server resets the forms Can be seen in the second screenshot

3. This also causes the browser to pop up the "Save password for ..." dialogue. That's an issue too, since it does not save the user

Expected

• The form should only remove the 2 passwords
• The rest of the inputs should be kept

I believe the new repo handles this properly.

This issue should be closable.
