Fix lint ci

Linting Ci is currently broken, relying on not maintained github actions. I suggest to update with this PR to fix CI. It also included yamllint rules to not be annoyed by to strict linter and code linting

/!\ warning, this PR also include changes from previous pr. Whether this one is to be merge as is and the other just close or merge the first one, rebase branch then merge this one.
