Is development ongoing?

First off, thank you for the fantastic work.

I'm interested in contributing, but I've noticed the last code commit was nearly a year ago. I appreciate the note in the readme about the development pace, but I was wondering if pull requests would still be reviewed, or if it would be more helpful to the project to create a fork at this point?

I hope this doesn't come across the wrong way, this is an amazing project. I just want to make sure I contribute in the most effective way possible.
