never used python

i cant find anywhere why "pip install -U -r requirements.txt" dosent do anything. "File "< stdin >", line 1" and puts [^^^^^^] under install i might be dumb but im really feeling the instructions not helping. tried a lot of google searching, use cd use pip install -U -r [path here]/requirements.txt use a $? i dont know what im doing at this point.
