I can't choose a folder from 1.3

Possible solution: Divide the options in to buttons with

[!CommandMeasure FileChoose "ChooseFolder 1"]
[!CommandMeasure FileChoose "ChooseFile 1"] 

Or assign them to LMB and RMB with ToolTipText.
