Suggestion: Permission that allows players to create personal regions (Player Housing)

As a player and admin, It would be great for a player to be able to define their own region(s) for protected housing.

HEROsMod seems fitting for this type of addition. It would give TML servers the possibility of defining houses in which other players can not alter any tiles. This could be accomplished by utilizing the region system similar to the current UI; an easy to use and more restricted interface designed for regular users. Some of those restriction include the number of defined regions and the size of those regions.

Players wouldn't have to wait on admins to login and create region for them. Admins won't have to jump in every few minutes to region protect a players house.
