paintbrush tool capturing mouse wheel when not active

I noticed this weird bug in Cheat Sheet: If you use the paintbrush tool, for some reason, it can mess with the mouse wheel when you want to swap items on the Hotbar, and to fix it you need to fix it you need to open the paintbrush again. Idk if this has been reported before, but it's a weird bug.
