Paint Tool select tool updates selected tiles.

I noticed a strange behaviour where with the paintbrush tool selecting a region to copy updates the tiles. Is it possible to make it so that it doesn't do that? or having it as a checkbox option so that when we need to actually update tiles it updates them in the selected region
