Implementing GitHub actions

Hi Jason,

I was looking at Rocks to learn another Mocking Framework and while looking at the list of open issues I saw you had considered AppVeyor, #49, to build a couple of years back.

Recently, I stared using GitHub Actions and decided to give that a try here. It is not what you requested in the original issue, but seems to work OK to build and test. Go here to see an example of the run.

I never got around to this, and at this point, I'm guessing this is too old, so I'm going to close it.
