Fueling at 0% capacity

What happened?

Whenever a vehicle is empty if you attempt to fuel it at a gas station the first time it will not add to the % but will still take money at the same increments as if it was. If you stop the fuelling and restart, it fixes.

Expected result

Vehicle gets fueled

Reproduction steps

1. Empty a tank
2. Try to fill it at a gas station

Additional information

I am unsure if this is only with the gas stations, it may also do this with jerry cans. Haven't tried it myself.
