What happened?

Officer of the month at LSPD currently has no access to select the livery for any vehicles when pulling one. Officer of the month is just missing the attribute for access to livery's.

Expected result

Attribute for access to put livery's on vehicles to be added to the Officer of the month rank.

Reproduction steps

1. Open UI to pull a vehicle.
2. Select a vehicle from the UI.
3. Select livery for vehicle.
4. Retrieve vehicle.
