Vangelico won't Reset to hit 6 hours later

What happened?

Vangelico is supposed to reset every 6 hours so that you can hit it multiple times a day. As far as I know Vangelico is not reseting.

evidence today https://medal.tv/games/gta-v/clips/iInMESMzYcFSjqKXm/d1337dOoTjiY?invite=cr-MSxXQmksMTkzNDkzMzA2LA was hit after restart and even 6 hours later it wasn't hittable.

Expected result

Vangelico should reset so you can hit it in 6 hours.

Reproduction steps

1. Hit Vangelico
2. 6 Hours later, try hitting again
3. Still open and not hittable
