VIN number cannot be added to arrest reports

What happened?

VIN number must be searched through Vehicle Search and the license plate added to arrest reports. VIN cannot be added directly.

Expected result

VIN number entered into arrest report and associated license plate added.

Reproduction steps

1. Attempt to add VIN to arrest report.
2. Arrest report search says vehicle does not exist
3. Go to Vehicle Search and check VIN. License plate details come up.
4. License plate number copied from this section of the CAD then added manually to the Arrest Report.
