Targeting arrow gone when clocked into job

What happened?

When clocked in to jobs. The targeting arrow is gone when either using the F5 menu, or attempting to "give" someone something out of your inventory.

This can lead to dragging the wrong people, checking wrong IDs, giving items to the wrong people.

Expected result

You should see an arrow above people's heads when targeting

Reproduction steps

1. Clock into a whitelist job
2. Hit F5 and try and see who you are going to Drag etc, or try and see who you are going to "give" something out of your inventory
3. Not know who you are targeting because there is no arrow.
