Unable to sell stingrays at special location

What happened?

I walk up to the special spot with 7 stingrays. The E button sell appears, I press E but nothing happens. I walk away and come back but the E button does not reappear like it's suppose to. I then put the stingrays in my vehicle and take them back out. I walk up to the seller again and the E button appears now, but when I press it, nothing happens

Expected result

Pressing E should sell the stingrays

not sure if it's high importance but I do feel like its a waste of time bringing a bunch of stingrays up there and not be able to sell them
