Vanilla Venues bar and door issues

What happened?

Reopening #6141 as the issue has started again. Sandy Biker Bar (The repair station one on East Joshua Road) no longer works. VV staff cannot take ownership and patrons cannot buy drinks from it. Additionally, many of the interior doors in the listed locations of the old ticket are not lockable for VV staff.

Expected result

The bars work and interior doors are all lockable.

Reproduction steps

1. Clock into Vanilla Venues whitelist
2. Approach the Sandy Biker Bar's bar and observe it does not function
3. Check through listed locations in ticket #6141 and observe many interior doors are not lockable

I attempted to just reopen #6141 to avoid creating a new ticket but there was no option to reopen a ticket available.
