Lottery Winnings from only 2 Tickets

Describe the bug When playing the lottery winnings are only pulled from 2 tickets total. If the lotto is only paying out 2 tickets of the 15, which 2 tickets are they and why are not all 15 being paid out?

To Reproduce Steps to reproduce the behavior:

1. Purchase 15 tickets
2. When you win you will receive only 2 emails saying you won
3. Payout will only be for 2 tickets instead of based on 15

Screenshot/Video Every week the notification comes thru that only 2 tickets MAX were winners.

Is this still being investigated because lotto still continues to payout only 2 winning tickets only no matter how many winners you actually have.

I have made some adjustments on the payout handling logic that should resolve the issue you're facing.
