bank hittable with only 1 unit available

Describe the bug Paleto bank was able to be hit when there was only 1 unit marked available. All other units were in a call and down in the city.

To Reproduce Steps to reproduce the behaviour:

  1. make a call with max 78s
  2. have both LSPD and BCSO join to fill the call completely
  3. have 1 unit not be able to respond and not be in a different call
  4. someone rob Paleto Bank

Additional context i feel like this would be really hard to reproduce, but in the clip you can see all over BCSO, except for 1, was in the 72 call with a few LSPD(not sure if more were clocked in at that time).
