Commercial break in (container) in the county

Describe the bug A Commercial break in call came in for BCSO in the county. At the time 2 units where available and there was no dispatch call that came in.

To Reproduce Steps to reproduce the behaviour:

  1. Somebody tries to break in to a container in the county
  2. Could be with different amount of available units aswell?

This is becoming more of an issue with the more frequent containers. Containers are able to being to be hit based on LSPD available units and not available BCSO units.

It was determined that this crate is tied to LSPD's jurisdiction for some reason. Not sure if that will help in fixing this issue or not.
