Place in vehicle doesn't work when there's someone in the front seats

Describe the bug I'll be saying Deputy for simplicity but it applies to BCSO, LSPD and EMS as they share the same functionality.

When a Deputy places someone into a vehicle through the F5 menu it works fine, but if there's someone in the front seats of the car the features doesn't work.

To Reproduce

1. Be clocked in to BCSO/LSPD/EMS
2. Have someone sit in the front of the target vehicle (driver or passenger, doesn't matter)
3. F5->place in vehicle
4. /me appears above your head
5. back door of vehicle stays closed
6. Player is not placed in vehicle

Expected Behaviour For the player to be placed into the back of the vehicle.

Additional context The feature works as intended if there's no occupants in the front. The feature works as intended if there's already someone in the back seats either, it's only the presence of a front-seated player that appears to be troublesome.
