Able to revive non-downed people and reset HP to 1/4th full.

Describe the bug So I was chilling with Mina and SMO after a call at the DMV, and I saw the arrow was over Mina and when I hit enter I was surprised it actually used the medkit cause I didn't expect it to affect a fine healthy non downed player. It ended up reviving her and setting her HP to it's 1/4th state when you revive a downded player.

To Reproduce Steps to reproduce the behaviour:

1. Go be trying to revive a patient with F5
2. Revive the wrong person and the medkit gets used.
3. Person who is fine and not down gets revived and health depleted to 1/4th

Expected Behaviour Not be able to revive a player who is not downed, and to not reset their HP.
