Place in Ambulance bug

Describe the bug When attempting to place someone in an ambulance, the patient is sometimes placed in a nearby vehicle in the same way, even if the ambulance is closer. Other vehicles include local cars (even when driven by locals), and bicycles.

To Reproduce Steps to reproduce the behaviour:

1. Stand at the back of an ambulance with a patient
2. Have another "vehicle" (includes bicycles) come nearby
3. Place them in vehicle
4. The patient gets placed on the other vehicle.

Expected Behaviour The patient should be placed inside the ambulance.
