Describe the bug One can 'revive' their vehicle by exploiting the impound mechanic

To Reproduce

1. Yeet vehicle off chilliad, so it's broken down (other methods work as well).
2. Impound vehicle, the vehicle is now operational
3. Carjack the now-impounded vehicle
4. Drive the vehicle

Expected Behaviour For vehicles to be disabled again once Ronnie is booted from it, to prevent (unintentional) abuse.
