Foreclosing property bug

I been trying to foreclosure my property for the last 2 weeks and i went to dynasty to ask one of the employees on what to do and one of them said that your bank account must be in the negative for this to work and i did as he said. after 13 have past and i still haven't had my property foreclosed or anything and my outstanding taxes keep raising, My property is around 2,400$ and after 13 days it should have been 31,000$ and it should have foreclosed but still nothing has happened, my outstanding taxes is currently 36,000$ as you can see in the picture and it will just keep going up without having my property foreclosed.

Can you submit a compensation via the website with this as a reference, have looked into this but can't find any reason as to why this happened.
