feat(jans-config-api): need health APIs for FIDO, KC, SCIM, CASA

Admin UI needs to show the status of following other Jans server components (whether Running, Down or Not Present) : Config API, FIDO, KC, SCIM, Casa. So we are looking forward to get these apis in config-api.
