Allow scrolling to zoom in and out of timeline when cursor hovers the Animators section edge

Detailed description of your suggestion

When I want to zoom in the start of an animation, I tend to hover with my cursor the timestamp 0. However it is closely bordered by the "Animators" section. When hovering the edge of it, the cursor changes and indicates that we can click and drag to change the section width.

We cannot use the mouse scroll wheel to zoom in while hovering this edge, I wish that we could as it is very close and my cursor easily hovers it.
