Why so complicated? Just add shortcut to

C:\Users\John\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup

That doesn't work for me. Maybe some UAC restriction.

What is your UAC setting and OS version?

The lowest one possible without modyfing registry. So it's not disabled (change Win8×Win7) Disabling is possible just through registry, but it also disables running any metro application.
