Fix fan esp wall switches

Power issue with step down cct have a solve just need to install it.

Seperate issue with code error for lounge fan switch requires further investigation.

Made fix for all except Hudson Room need to fix that fan power step down cct. Code on ESP in Lounge is funky works fine for all ESP only a name change and mqtt topic so its weird I have changed out WiPy chipset and expansion board with same results so it is definitely code based issue.

Code on esp wall switch in lounge was a naming convention not sure but when I changed topic from lounge_fan to l_fan it works
