Bump static asset browser cache time

Another thing lighthouse was complaining about.

Currently, the expiry time is 7 days. This means you might have to download time the same image multiple times an event (especially user avatars). These assets never change so we could bump this a lot (read months/year).

I don't really agree with Google's 30 day recommendation, but it shuts up a warning sooo-alright.
