f1 Stepping through states occasionally

This is an intermittent problem that seems to appear when f1 transitions from one state to another more "distant" state (many states in-between). It doesn't seem to step through all the states, just one or two then the appropriate destination state.

This maybe due to paths of transitions having the exact same duration. This is a hard issue to solve or to know the best route of attack.
