Character Specific Junk list option is outside normal options area

The option for Character Specific Junk list appears outside of the normal options area. I'm listing this as a bug as its not in an area that would be expected and will likely cause issues for users as its easy to miss.

this is on wow 10.0.2 and scrap 10.0.4.
