How to read extra ranger conf file

I am trying to set up a spark ranger plugin to put some rules. I am trying a submarine spark plugin like this --http://submarine.apache.org/docs/userDocs/submarine-security/spark-security/README

I am facing an issue that livy spark is not reading able to find and read these conf files. How can I read these extra conf files.

Please help with this.
