Conflicting Windows recommendation between Quick Start and New Workspace Setup

The Quick Start in the README suggests Windows users use Cygwin to get basic developer tooling. The New Workspace Setup wiki recommends users just use WSL because it comes with that tooling (and more) out of the box. Are there any reasons to prefer one over the other?

(assigning @samm82 since I know he uses Windows :wink:)

@Ant13731 used WSL and found it to be generally smoother in the more uncommonly used steps relating to analysis, building the generated artifacts, and deploying the website.

Thank you for creating this issue @balacij. I agree that we shouldn't have two different recommendations in our documentation. Regardless of what we decide, I wonder if the Quick Start in the README should just refer to the New Workspace Setup wiki? Even if the two spots give the same advice, that is still a maintenance issue for us if we make future changes.
