Add an option to clean up empty shulker records.

When placing a chest WorldGuard denied perms region, chest tracker logs the placement but wg removes the shulker and puts it back in inv causing memory duplication. To fix the issue I put an empty shulker over where I put the denied shulker. It would be nice if there was an option to clean up and remove empty shulkers from memory.
